Fix issue with repeated nightlights downloads
Add documentation in the README regarding downloading the DHS data and EOG registration
Fixes #105
Fixes #104 - I didn't update the notebooks as @tm-jc-nacpil has ownership of the, but I did update the README instead to provide instructions on where to place the DHS data
