Add final cross country model #139

This PR adds the cross-country model and pkl file as per this issue. We have an overall cross validated R^2 value of 0.61 and std of 0.03.

One more thing is, in line with our planned Sprint 3 results sharing format, let's create a new folder instead like "2023-02-22-cross-country-rollouts" and place this final model training notebook (and pkl file) under this. The rollout notebooks for the 5 SEA countries will be placed here as well.
