Media: Add link field to WYSIWYG image options

Overview

There is not currently a way of adding a link to an image that has been added by the WYSIWYG editor. It would be good to add a field to the image options so users could add a link when editing an image.

[ ] Apply the latest patch from this issue https://www.drupal.org/project/entity_embed/issues/2511404#comment-12777291 and see if it allows entity embeds to link to arbitrary paths
[ ] If the above issue does not resolve this problem, see if there are easy alternatives but don't take too long looking, and if you can't find anything ping @mortenson

This ticket is done when:

[ ] A user can add an image via the WYSIWYG editor, add a URL for that image, and the image will be linked to that URL when you view the page.

@mshaver We talked about this in person but I just want to confirm the behavior here - do you want to be able to link an embedded media entity (image) to itself, or to any arbitrary URL?

@mortenson, the main goal is to link to an arbitrary URL. Whether that is an internal sitewide page or offsite link. I'm guessing sometimes they might want to link to a larger image, but wouldn't that be possible by linking to the media file?
