QA: Hero images on top-level pages (/learn, /work etc) do not stretch across full screen #85

New images look great, thank you!

Your selection for the home page brings up a new issue though - the text above the zip code lookup ("Get statistics for your community:") is very difficult to read. It wasn't easy to read with the old image either, so maybe this text just needs a different style?

@jcdwyer1 This is ready for you to review. I updated the text style and also added a treatment to the splash background image.

Everything looks great, especially the splash page. The only image I might want to change is the sunflowers (not typically considered food in Texas), but we can talk about how I manage images on our call this afternoon.
