Remove mandrill_api_classname variable and implement Mandrill API as a service #67

In D7, the mandrill_api_classname variable is used to swap the Mandrill API class for a test class when tests are run. We should be able to replace that process using D8's services, providing a standard and test service for the Mandrill API.
