Adds a bulk importer for OTIS history. Contains a variable for page size that could be added to a configuration option later, along w/ the similar variable for bulk POI imports. Bulk history import can be deactivated via wp otis nobulk. Testable via running a command such as wp otis import history_only --modified="2020-12-01"
