Event's not always being set to "Draft" on date sync #62

Description

The OTIS sync by date doesn't always seem to change expired Event POIs to "Draft".

@BrendanJercich, not sure if this is related but I have https://github.com/thinkshout/tror/issues/1680 open as well. CC @mattschaff
