Disable blockbanner #8

Move and change blockbanner from the enabled section to disabled, and removed hooks for it.

Thanks you very much! Picked both commits to branch master as 2913e577f051113942e82a8830676aec36e5e8d5 and d51810240e1204a3f28f504a9451529b5e870dc7. The latter needed a few additional removals, see its commit message.
