ci: deploy website to GitHub Pages #14

Directories for docs and website have been created. Existing docs moved to docs folder, siteConfig.js updated. cd into the website directive and run npm start to see the bootstrapped website

[x] Delete original Markdown files (maintain Git contributors history)
[x] Remove Docker-related files
[x] Create CI workflow
[x] Set up GitHub Pages
[x] Move notes into separate Markdown files or GitHub Discussions
