As a user
I want to be able to see animated instructions when I hover over certain UI elements
So that I can visually understand multi-step interactions

Given that I am hovering over a disabled menu item
When the mouse stays still for 3 seconds
Then I should see a tooltip containing a short animation showing me what to do to enable the menu

This will require creating a new tooltip class which will help with some of the issues the current tooltip implementation has.
