Pytest-Flake8 now honores ignore settings in default Flake8 Config

• Fixes issue #30
• Adds a test with a flake8 section
• Adds a simple if statement to control overwrites on ignores

I'm having the same issue and would very much like to see this being merged.

Is there anything that I can do to help getting it merged?
