Add check build - Githubissues

~~This PR is to get the compilation running again. Something seems to have changed in LaTeX packages~~

Update 2024-03-10:

This PR makes the files compatible to latest TeXLive (specially superior 2.0 update).
The build on GitHub directly installs TeXLive on GitHub by using the packages listed in tl_packages
Some small compile fixes
Checks the build each month (also ensued by a keep-alive workflow, because GitHub stops workflows if no commits appear in a repository)
All examples are also build
