Enhance tab default in page viewer #16

Currently if there's one or more transcribed columns the page viewer defaults to the first column. This causes visual confusion when the user is navigating from the next page in documents with two columns: hitting the "previous" button while in column 1 of 2 shows the previous page's column 1 (even if it doesn't have any text!). It makes more sense if column 2 is shown.

The current navigation behaviour is fine. Any changes now would only create confusion.
