Add copyright notice and COPYING file #2

The file playerctl.el states it is licensed under GPLv3, but lacks a copyright notice. Furthermore, the project should provide a copy of the GPL in a file conventionally named COPYING. See https://www.gnu.org/licenses/gpl-howto.html for more information.

You may also be aware that GitHub recently updated their Terms of Service in a way that is potentially negative for GPL projects. See https://www.mirbsd.org/permalinks/wlog-10_e20170301-tg.htm for such an interpretation.

Thank you for creating this package. :)

According to the GNU documentation, you still need to add a Copyright <year> <author> notice in the file playerctl.el, though.
