Suggestion - blockable law triggers for /leave and /fire #20

we'd like to block leaving a company on your own or firing an employee if some condition isn't met (e.g. 3 days offline) for one kind of companies we have. It would be awesome if doing /leave or /fire would cause a law trigger to happen (could also be the same, "employee leaves company") and preventing it in law would stop the action from occurring

Feedback on using it: grafik maybe "Citizen leaves company"? grafik => not fired could also be done through the "not" block, maybe redundant? grafik => parameters say stuff about sending money

otherwise looks good! can report if it works next cycle! grafik

21 added this and I fine tuned the outcome (show to player) in #36 - closeable?
