Removed ability to use smart tax/rebate/pay in exec actions as the game does not seem to support modded legal actions in exec actions
Added by-day tracking of taxes/rebates/payments issued to the tax card
Added government tax cards which are like citizen tax cards except for a government bank account and without an event log
