allow to use rule keywords as a reason for !kill #20

In the standard admin plugin, commands such as !kick, !ban, etc can recognize rules keywords in the reason parameter. It would be nice to have the same feature for the !kill command.

!kill rule1 would display Rule #1: No racism of any kind as defined in the _pluginadmin.xml file
