from the UrT4.2 documentation :

auth_notoriety "0"
- 0 accept everybody 
- 1 require a valid key for every players 
- 10,20,30 etc. limit to players with at least this notoriety

create command !notoriety <level> to control the cvar value on the server. When changing this cvar it may be useful to check the value of cvar auth_enable and notify the user when disabled.
