Would it be possible to use a method that's being used in the Obsidian plug-in Iconize ?
They contain the icon packs compressed, and the plugin seems to only unzip used icons, thereby minimising impact on the database/sync/backup.

I would happily investigate and attempt this myself, but a 2 year old is currently up all my time ^_^
