Hacs not installing version 2.1 fully on my systems #113

Only some of the undated behaviour of version 2.1 is happening I have cycle back to version 16 from 2.1 several times each with a different amount of success mixtures of 2.1 behaviour when hacs says 16 and and sometime 16 behaviour when 2.1 install
at no point have i seen the new layout tab on the view editor

the files appear to be changing ok in the the www directory structure i have reloaded system and and cleared the caches
