(feature) Send usage of flag in Openfeature web provider #2749

Requirements

We are missing the data evaluation collection for the web provider. Following the example of the iOS and Android providers we should implement it for the web provider.

There is already a hook available for the JS server SDK that could be a base for the Openfeature Web SDK.
