A user with basic rights should not have Edit/Delete Option #8

A user with basic rights should not have Add/Edit/Delete Option for Notice Board Heading. Just hide that Buttons for a normal user login. It should be there for all other hierarchy.

It is correctly implemented in Playlist control.. Please check..
