The autotools put COPYING in place, and all releases include it. It's not necessary to put it in the source repository.
edit: oh, looks, like I missed the 0.2.3 release, that's not toooo old.
Yeah, exactly, the last release is not even eight months old.
I'll be working on a new release when my newborn lets me catch up on some sleep.
Even when checking out from git, autogen.sh stlil needs to be run, and that's what puts COPYING in place.
The headers attached to every file state (as the FSF suggests) that "you should have received a copy of the GNU General Public License along with this program", but morituri doesn't include one. Add one (and drop COPYING from .gitignore).
