Add "OctoPrint Start" and "OctoPrint Stop" events. #10

The basic use case for these events is to turn on/off the lights when OctoPrint is started or shut down.

Tested with OctoPrint 1.9.3 + Python 3.9 + OctoPi 1.0.0

Awesome work! Looks pretty good, I'll confirm it works my end and merge it when I have time to check everything :)
