composer.json missing in the php_ole github page. #11

Composer errors since the directory does not have a composer.json

sorry gross oversight on my part, as I have not used this lib in more than a year. I have logged an issue under php_ole: https://github.com/thoroc/php_ole/issues/1

just added the composer.json in the related project.
