Recommendation 42. COPIM needs to follow ONIX for books up in vendor discussion

Recommendation 43. COPIM needs to be able to provide high quality ONIX for books feeds at both title level and chapter level as part of its requirements

EBSCO Host requires ONIX 2.1, so this is currently tracked by #49 (although only title level, not chapter level)
