The draft specification currently suggests that the following changes will be required:
if we have a ROR for a funder, we should include it instead of the DOI
when sending a ROR ID, we shouldn't also send the funder name
if we don't have a ROR but we do have a DOI, we can continue sending that as we do currently (for now)
