Addresses https://github.com/thoth-pub/thoth/issues/218 by making series ISSN optional, to allow bulk ingest and metadata management in Thoth for Series with no ISSN. Specifically, will allow for bulk ingest of SciELO Books Series metadata using thoth-loader: https://github.com/thoth-pub/thoth-loader/issues/7
