[SPIKE] usage metrics by python version #448

Problem statement

As a Thoth Service Owner, I would like to see a dashboard of usage metrics so that I can see which python version is used

This issue feeds into https://github.com/thoth-station/support/issues/11

Shouldn't this be in sig/observability rather than devops ? (even though we're dealing with it the same ^^) @harshad16
