Documentation updates on CI #449

User story

As a Thoth Devops, I'd like to understand easily the CI/code review process, to be able to improve it.

Currently

We reference Zuul in docs/code-review.rst, I don't think it's still used ? Besides, I can't find any refs to .prow.yaml in this repo.

Acceptance criterias

[ ] docs/code-review.rst (or another page) describe accurately the CI process, referencing other docs if necessary (prow ?)

Alternatives

Didn't see the docs and it's somewhere else ?

Additional context

Discussion in https://github.com/thoth-station/prescriptions-refresh-job/issues/52 In particular, the user story has a concrete example : how do I add a shared cache to all pre-commit runs ? I opened https://github.com/AICoE/aicoe-ci/issues/180 but it seems it's not the right place for that.
