Clicking Install from UI does not change state even though process started. #611

Describe the bug Clicking Install from UI does not change state even though process started.

To Reproduce Steps to reproduce the behavior:

  1. Add packages to a notebook from a UI and hit Install button

Expected behavior Once Install button is clicked the state is changed to in progress
