New feature for checking old or unused overlays #1002

Is your feature request related to a problem? Please describe.

See PR in https://github.com/thoth-station/solver/pull/5140

The PR removes overlay that is no longer used. It is not stated in .thoth.yaml file.

Describe the solution you'd like

Implement a manager or extend Kebechet in other places so that Kebechet bot checks if there are any overlays that are no longer used - a simple check for Pipfiles or requirements.txt files respecting overlays configuration should do the trick.

Describe alternatives you've considered

Keep the check manual, that is not very nice.

@fridex: This issue is currently awaiting triage. One of the @thoth-station/devsops will take care of the issue, and will accept the issue by applying the triage/accepted label and provide further guidance.

Issues go stale after 90d of inactivity. Mark the issue as fresh with /remove-lifecycle stale. Stale issues rot after an additional 30d of inactivity and eventually close.

If this issue is safe to close now please do so with /close.
