No report if dependencies fail to update #1021

It looks like Kebechet does not report anything about the error here. A reproducer:

dependencies are not updated as there is an issue - https://github.com/thoth-station/user-api/issues/1706
create "Kebechet update" issue
see the "Management complete" but no report about dependency update failure

Issues go stale after 90d of inactivity. Mark the issue as fresh with /remove-lifecycle stale. Stale issues rot after an additional 30d of inactivity and eventually close.

If this issue is safe to close now please do so with /close.
