Kebechet advise manager only updates one overlay

Bug description

When requesting a dependency update to Advise Manager in a repo with multiple overlays, the resulting PR with the update only updates one of the Pipfile.lock files

Steps to Reproduce

Steps to reproduce the behavior:

1. Have a repo with multiple overlays
2. Create an issue titled Kebechet Advise
3. Wait for Kebechet to comment in the issue and eventually close it as complete
4. Observe the comments and the associated PR

Actual behavior

As an example: https://github.com/thoth-station/ps-cv/issues/32:

• The ps-cv repo has 3 overlays
• Kebechet started 3 advise request
• The fist to complete resulted in the creation of a PR (https://github.com/thoth-station/ps-cv/pull/33)
• subsequent advises updated the same PR (https://github.com/thoth-station/ps-cv/pull/33#event-7136157999 and https://github.com/thoth-station/ps-cv/pull/33#event-7136160517)
• the final status of the PR is that it only contains the lockfile for the last of the overlays

Expected behavior

All the overlays are updated via PR
