Kebechet Changelog is not ordered by release #777

Describe the bug Kebechet Changelog is not ordered by release.

To Reproduce Steps to reproduce the behavior:

  1. Check https://github.com/thoth-station/jupyterlab-requirements/pull/372/files

Expected behavior CHANGELOG is ordered by release or by datetime.

Rotten issues close after 30d of inactivity. Reopen the issue with /reopen. Mark the issue as fresh with /remove-lifecycle rotten.

I'm unsure of what the ask is here. From the link above it looks like the most recent changelog is being added to the top of the file, which is the intended functionality.
