[3pt] create sync job can be also triggered from management-api

As a Thoth Service Operator, I would like to have a trigger mechanism via management-api, so that developer can quickly trigger sync-job based on sync type for the document sync to database.

Acceptance criteria

• [ ] Create endpoint on management-api for sync-job trigger : https://github.com/thoth-station/management-api/pull/884
• [ ] Create methods in thoth-common to schedule sync-job workflow
• [ ] Have the sync-job workflow available in the cluster with all the updated components.
