Release new image based on ubi9

Is your feature request related to a problem? Please describe.

As a user of jupyterhub notebook, i would like the latest ubi9 image so i could be up-to-date with the latest ubi devtools.

Acceptance-criteria

• [x] create a new overlay for ubi9
• [x] setup the image in the quay.io
