Provide UBI8 Python 3.9 toolchain #198

Is your feature request related to a problem? Please describe. Build, auto rebuild and deliver an UBI8 and Python3.9 based Thoth toolchain

[x] create repo on quay.io, grant bot write-access, mark as public
[x] merge #197
[x] configure build trigger on quay.io repo
[x] create aicoe images based on py39
[x] reconfigure thoth build pipelines to use py39
