Remove the remaining issue template and PR template from this repository, so that the org-level templates from the .github repo are used instead.

Description

1162 removed most of the templates, but apparently the fact that there are still some remaining means that GitHub does not use any of the org-level templates.

Removing all of them from here should hopefully work.

The only missing template in the org-level repo is the Kebechet info template, which I will submit too.

@codificat: The following tests failed, say /retest to rerun all failed tests or /retest-required to rerun all mandatory failed tests:

The links to the test results are not working, and I'm not sure the claim is true that the tests themselves failed, it seems it's more the jobs failed to run correctly.

In any case, this PR only removes 2 files, so it can not possibly introduce new failures :shrug:

Let's try if /retest brings things back
