Switch workloads from balrog to Smaug

Switch workloads from balrog to Smaug and decommission the AWS Balrog cluster. As a thoth-station operation administrator, we would like to move our workloads into the MOC cluster, so we can reduce cost and utilize public cloud values.

Procedure:

• [x] Update moc-smaug DB with the latest DB dump.
• [x] Turn off all the cronjobs and data generating services on balrog. Integration-tests, slo-reporter, graph-backup, graph-refresh, package-release, package-update.
• [x] switch the URLs from aws-balrog to moc-smaug. https://khemenu.thoth-station.ninja/ https://api.moc.thoth-station.ninja/api/v1/ui/ https://management.moc.thoth-station.ninja/api/v1/ui/ https://amun.moc.thoth-station.ninja/api/v1/ui/
• [x] Switch kebechet app to use moc-smaug cluster.
• [x] Turn off all the services on balrog. user-api, management-api, investigator, amun-api, metrics-exporter, PostgreSQL DB.
• [x] Switch moc-smaug thoth-station to use AWS s3 store.
• [ ] Switch sync-job to sync from AWS s3 store.

Verifications:

• [x] Turn on integration-tests.
• [x] Verify thamos advise service.
