[Tracker] Pause graph-refresh job to get stabilized with the ingestion

The graph-refresh is responsible to triggers msgs for unsolved package for ingestion. Currently our rate-of-ingestion is solver than rate-of-msgs in queue, so to stabilize this bit, lets pause the graph-refresh-job to sync to the rate.

size of msg queue yet-to-ingested: 900k http://kafdrop-route-aicoe.apps.ocp4.prod.psi.redhat.com/topic/ocp4-stage.thoth.investigator.unresolved-package

rate-of-ingestion: 1k/hr.

Acceptance criteria:

• [x] Pause graph-refresh-job for some time period.
• [x] Resume graph-refresh-job as soon as msgs are under 2k.
