provide image to run tox-based tests #37

Is your feature request related to a problem? Please describe. I would like to run tox-based tests, as seen in micropipenv, these tests should be run by Prow.

Additional context tox seems to be the up-to-date way to run python tests...

@goern: The label(s) priority/importent-soon, sig/pipeline cannot be applied, because the repository doesn't have them.

Stale issues rot after 30d of inactivity. Mark the issue as fresh with /remove-lifecycle rotten. Rotten issues close after an additional 30d of inactivity.
