[2pt] Create a GitHub Webhook Application in Thoth #24

Create a Github webhook app in the Thoth org. This will be replacing the current app located under @Gkrumbach07.

Acceptance Criteria

[x] create new Github App under thoth org
[x] update/create secrets in ttm-as-a-service namespace based on github app values
- [x] GITHUBAPP_ID: App ID: ######
- [x] GITHUBAPP_SECRET: must generate new client secret
- [x] GITHUBAPP_KEY: must generate new secret key
[x] enable webhooks and set the webhook url (relies on hosted service)
