Reorganize scss files #20

The driver of this was to put the _grid_settings.scss in a proper load order so Neat could use it out of the box.

But, I also wanted to separate the rendering and non-rendering Sass to make the codebase more flexible.

Closing this since we (on the thoughtbot team) never got around to agreeing on this kind of organization. I have used a similar structure on several projects since then and have really enjoyed it, so if we do decide to go this way then I'm happy to change it here too.
