Does this project also depend on Java, Python, Pip, and Cookiecutter? Maybe a separate Brewfile for those things?

It depends on cookiecutter, but you don't clone this repository directly, instead you use

cookiecutter gh:thoughtbot/react-native-template

(which is currently documented in the README).
