Bump Ruby from 3.2.5 to 3.3.4

We are currently deploying to the heroku-24 stack. While Ruby 3.3.5 is available, we are having issues deploying to it.

This commit updates Ruby from 3.2.5 to 3.3.4 (which officially has heroku-24 support).
