Import SipHash for authentication #19

As seen at floodyberry/supercop@93b9ffe93c2f22f00daea6665111aab458532ceb there was an import of SipHash code for crypto_auth. This should be examined and imported perhaps as it is in a NaCl-compatible form in the source distribution
