Simplify "stops" in quests -- remove number for location, only attach to story #18

for example--

quest with three stories at three locations currently lists:

  1. location one
  2. story 1
  3. location two
  4. story two
  5. location three
  6. story three

simplify to:

  1. story 1
  2. story 2
  3. story 3

(can still see the stop number at the location, just isn't its own numbered stop)
