This PR adds optional support for deep-linking via query string arguments

blip id via ?blipId=<id>
quadrant order (resolves https://github.com/thoughtworks/build-your-own-radar/issues/5) via ?quadrant=<first|second|third|fourth>

Note: blip id takes precedence when both are present
