I'm locking to 2.14 for now, need to upgrade when we get a chance.

This is mostly fixed by https://github.com/thoughtworks/pacto/commit/bb366731766c8b72ed61004f227381663e2a3bad. It's at least upgraded to 2.99, but a few things are blocking moving to 3:

Maintaining RSpec 2 compatible matchres in Pacto (perhaps the matchers belong in a separate gem...)
A few tests are using json_spec matchers, which aren't RSpec 3 compatible yet.
